On April 29, 2026, Tan Yueqi(Vincent), Equity Partner of Beijing Zhongyin (Shenzhen) Law Firm, attended the sub-forum titled "Frontiers in Large Models, AI Agents, and Cross-Border Rule of Law" at the 9th Digital China Summit as a speaker and delivered a keynote speech.

来自政府机关、高校、企业等单位的200余位领导嘉宾、专家学者和业界代表参加了本次分论坛。谭岳奇律师围绕“国际商事仲裁与人工智能的挑战” 这一主题，结合其丰富的仲裁实践经验，首先介绍了人工智能的发展对法律服务业带来的巨大影响，尤其是人工智能的角色从资料整理到逻辑思维能力的发展给法律行业带来了巨大的机遇和挑战。其次，全球许多重要的国际商事仲裁机构已经对人工智能的发展对本行业的影响作出了回应，比如香港国际仲裁中心（HKIAC）、英国伦敦国际仲裁院（LCIA）、‌国际商会（ICC）。中国国际经济贸易仲裁委员会更是率先在全球推出了《关于在仲裁中使用人工智能技术的指引（试行）》，更是具有重要的引领意义。另外，深圳国际仲裁院在仲裁全过程中也引入了人工智能，对提高仲裁的效率也产生了积极的意义。最后，谭律师提出了一系列规则回应建议，其中包括，AI目前只能作为辅助决策工具，而不能成为独立仲裁员。

More than 200 leaders, experts, scholars, and industry representatives from government agencies, universities, and enterprises participated in this sub-forum.Focusing on the theme of "International Commercial Arbitration and the Challenges of Artificial Intelligence," Tan Yueqi(Vincent), drawing on his extensive practical experience in arbitration, first introduced the profound impact of AI development on the legal services industry. In particular, he emphasized that the evolution of AI's role—from mere data organization to advanced logical reasoning capabilities—has brought both tremendous opportunities and significant challenges to the legal field.Secondly, many major international commercial arbitration institutions around the world have already responded to the impact of AI development on the industry. Examples include the Hong Kong International Arbitration Centre (HKIAC), the London Court of International Arbitration (LCIA), and the International Chamber of Commerce (ICC). Notably, the China International Economic and Trade Arbitration Commission (CIETAC) took the lead globally by issuing the "Guidelines on the Use of Artificial Intelligence in Arbitration (Trial)," which holds significant pioneering importance.Furthermore, the Shenzhen Court of International Arbitration (SCIA) has also introduced AI throughout the entire arbitration process, which has had a positive effect on improving arbitration efficiency. Finally, Tan Yueqi(Vincent) proposed a series of recommendations for regulatory responses, including the key point that AI should currently only serve as an auxiliary decision-making tool and should not act as an independent arbitrator.

With the implementation of the new Arbitration Law, China is accelerating its integration into the international arbitration system, positioning itself as a preferred destination for global international commercial arbitration. Tan Yueqi(Vincent)'s speech not only presented the latest reflections on the modernization of China's arbitration system to the legal community at home and abroad, but also offered a unique Chinese perspective and approach to the global construction of AI and arbitration rules. As the message conveyed by this forum suggests, balancing technological innovation with legal safeguards will be the core proposition for the future development of the international commercial dispute resolution system.

本次分论坛由中国人民大学主办，中国人民大学法学院、中国人民大学福州研究院、福建省电子信息集团承办。作为第九届数字中国建设峰会分论坛之一，本次论坛汇聚政产学研多方力量，围绕人工智能与涉外法治前沿问题展开深入研讨。主题研讨环节，与会专家围绕“人工智能发展的法治回应与制度创新”和“人工智能全球治理变革中的涉外法治应对”两个议题展开深入交流。圆桌对话环节，与会嘉宾围绕“全球视野下人工智能治理的机遇与挑战”展开讨论。

This sub-forum was organized by Renmin University of China and hosted by the School of Law at Renmin University of China,the Renmin University of China Fuzhou Research Institute,and the Fujian Electronic Information Group . As one of the sub-forums of the 9th Digital China Summit, this forum brought together multiple stakeholders from government, industry, academia, and research institutions to conduct in-depth discussions on frontier issues related to artificial intelligence and foreign-related rule of law. During the thematic discussion session, participating experts engaged in profound exchanges around two topics: "Legal Responses to AI Development and Institutional Innovation" and "Foreign-Related Rule of Law Responses in the Context of Global AI Governance Transformation". In the roundtable dialogue session, the attending guests discussed the theme of "Opportunities and Challenges of AI Governance from a Global Perspective".
